Memory Keeper's Daughter: Title Character

With all of the strong and expertly drawn characters in this novel, why do you suppose Kim Edwards chose just one to be the title character? What is it about Phoebe's story that makes it central?

Phoebe's absense destroys David and Norah's marriage. Phoebe's presence causes Caroline to become a complete person. My main question would be, who exactly is the Memory Keeper? Is it David, the photographer always trying to catch life's moments? Is it Norah, who cannot let go of her daughter? Or is it Caroline, who cares for Phoebe, and shares moments of her life with David, and finally reveals the truth to Norah?

The Memory Keeper was the camera that Norah gave to David , I remember that being mentioned at the beginning of the book , that was the name that was on the box.So ..to that extent it would be David .
