Because of her condition, Phoebe likely had a simpler childhood. She also had parental figures who were devoted to her, whereas Paul had an extremely distant father and a mother who never recovered from the "death" of a sibling, and he can't have helped but to feel less than completely loved.

Phoebe was definitely in a better environment to be a happier child. She was surrounded by friends and had a bunch of people who cared for her. While Paul , on the other hand was left to his own devices pretty much.
Phoebe. She had parents who loved her and fought for her rights. Paul had parents who fought each other.
Phoebe - the simple things... and the love.
